Project Manager - Africa-Europe Digital Innovation Bridge (AEDIB) 2.0
Summary
The Project Manager is responsible for overseeing the implementation of activities and the delivery of the project results under the responsibility of Enabel in this Multi-Partnership Contribution Agreement (MPCA) under SO1 and SO2. He/she will also maintain a comprehensive understanding of the broader activities implemented under the Multi-Partnership Contribution Agreement (MPCA) to foster synergies among the various consortium members and project components. A key focus of the role will be to ensure that Enabel’s contributions remain aligned with the overarching goal of inclusive digital entrepreneurship, leveraging relevant experience and coordination to drive impact in this area.
Responsibilities
Strategic and Operational Coordination
- Coordination and management of the team in Tanzania, Senegal, and Uganda, ensuring a regional project approach and delivery of the project activities aligned with Enabel’s Digital for Development (D4D) strategy.
- Defining a regional, coherent strategy and a result-focused operational plan in close coordination with all thematic experts, the project, and MPCA partners.
- Providing strategic guidance, monitoring and leading day-to-day implementation and identifying corrective measures for the achievement and quality of the results, with a focus on inclusive digital entrepreneurship (i.e., targeting women and other vulnerable groups, and ensuring contextualised approaches for less mature ecosystems).
- Supporting reporting and communication with (government) partners, the donor - Director General for International Partnerships (INTPA), the MPCA members, Smart Africa and other stakeholders.
- Supporting the development of synergies with the bilateral portfolios where appropriate.
- Capitalising on the experience of AEDIB 2.0 activities to feed into Enabel’s D4D strategy and knowledge management.
Country Activity Implementation & Technical Assistance
- Supporting the selection of beneficiary institutions and relevant partners based on a clear set of pre-identified criteria
- Coordinating and supporting the procurement of specialised expertise and services, whilst taking into account the environment and contextual risks
- Revising the development of potential grant agreements, as well as ensuring the development and signature of confirmed grant agreements
- Supporting institutional capacity building for inclusive digital entrepreneurship across the SO1 and SO2 activities
- Fostering strategic partnerships among European and African partners for inclusive digital entrepreneurship.
Learning and Information Sharing
- Contribute to co-creating, sharing, and exchanging knowledge products (with a focus on inclusive and sustainable digital entrepreneurship)
- Report and provide regular updates to the Education & Training and the Digital for Development team.
Education and Qualifications
Minimum Master’s degree in economics or business administration sciences, management, or development cooperation with a focus on economics.
Requirements
- Minimum 5 years of relevant experience in Private Sector Development policy or support to the digital entrepreneurial ecosystem. This includes experience working in/with innovation or entrepreneurship support organisations, supporting Private Sector Development, banking/(micro) financing sector, or working with a government entity or a donor agency in a digital entrepreneurial ecosystem.
- Minimum 2 years of experience working on inclusive business development support, preferably with a focus on women and girls and/or working with business support organisations in secondary cities.
- Minimum 2 years’ experience managing complex multi-country and multi-partner projects.

- Practical experience in strengthening innovation or business support facilities
- Experience with procedures of EU-funded projects and programmes is an asset.
Languages:
- Proficiency in both English and French (minimum CEFR level C1)
