Summary

The Head of Procurement will head the Logistics and Procurement Department, overseeing procurement, premises and asset management for all country offices. Primary responsibilities include supplier contracting, supporting procurement staff in the field, providing advice on donor rules and regulations and leading on the overall professionalism and development of the department. The role is heavily focused on services procurement and contracts management, including drafting and overseeing sub-grantee agreements; logistics is a minor part of the role.

Responsibilities

  • Liaising with key company employees to determine their product and service needs
  • Performing all procurement activities including pre-qualification, negotiating supplier agreements, preparation of contracts and tender management
  • Delegating tasks and supervising the work of Procurement
  • Identifying areas for improvement to continually drive performance and business results
  • Managing overall direction, coordination and evaluation of procurement for the organization.
  • Developing strong relationships with business stakeholders and strategic supply partners to improve business
  • Implementing requirements of procurement policies and procedures for risk management.
  • Manage and co-ordinate Procurement and Vendor Management, Physical security,
  • Facilities, Property, Logistics and Transport to ensure maximum benefit.
  • Records Management, Building Maintenance, Health and Safety, Disposal of Assets
  • Deliver cost effective projects so as to achieve departmental, functional, and organizational strategic objectives
    Provide guide to Management/Stakeholders on the cost benefit analysis of projects.
  • Manage and monitor project finance and cash-flow and maintain financial controls.
  • Liaise with finance to capitalize capital project expense in a timely manner so as to commence depreciation
  • Proactive performance management of external consultants, develop contractors and vendor / suppliers
  • Implement Health and Safety practices to minimize work place injuries/hazards. influence them to take positive action and accountability for their assigned work
  • Manage and monitor lease renewals.
  • Build and sustain strong tenants - landlords relationship vital to the success of the business
  • Vet and process Third party payments in a timely and efficient manner to ensure customer satisfaction.
  • Liaising with Statutory Bodies and Government agencies to ensure compliance. Eg OSHA,
  • Manage the archiving system
  • Implementation of yearly Planned Maintenance works in all buildings.
  • Budget and monitor expenditure to achieve financial targets.
  • Manage and monitor service providers to ensure that they deliver good service at a reasonable Cost.

Education and Qualifications

  • Bachelor degree in Procurement or any other related field.

Requirements

  • Minimum of 7 years of relevant work experience with at least 2 years in a management role.
  • Demonstrated experience in supplier contract management, including administration of sub-grants.
  • Demonstrated experience of international procurement and supply-chain best-practice.
  • Experience with Enterprise Resource Planning (ERP) - procurement module, preferably Oracle or similar.
  • Maintains a high standard of integrity.
  • Ability to apply knowledge and independent judgement to resolve complex problems.
  • Excellent Outlook, SharePoint, Word, Excel, and PowerPoint skills.
  • Ability and willingness to travel internationally.
