Start-Up Methods & Support Engineer
Summary
We are looking for a Start-Up Methods & Support Engineer to provide start-up support engineering for the pipeline and all stations of the East African Crude Oil Pipeline. The role will support the Terminal and Pipeline Start-Up (SU) Leads in the preparation and review of commissioning and start-up documentation, while acting as the focal point for planning, coordination, and progress follow-up and reporting during the commissioning and start-up phase. The position will initially be based in Dar es Salaam, with high mobility required along the EACOP Right of Way (ROW) during the commissioning and start-up period. The role will operate on a rotation basis with two personnel covering one position, working on a 4-weeks-on / 4-weeks-off schedule with 12-hour shifts.
Responsibilities
In accordance with the policies and procedures in place within the East African Crude Oil Pipeline, the Start-Up Methods & Support Engineer is responsible for the following:
During Construction / Project Phase
Core activities:

Becoming familiar with project documentation (Safety Concept, Operating Philosophy, Operating Manual, Cause-and-Effect Diagrams, etc.).

Assisting in updating the Operating Manual and Start-Up Procedures with the support of the EACOP Project Commissioning Team.

Participating in the development of the start-up strategy, including sequencing, scheduling, organization, and mobilization planning.

Preparing the start-up dossier, including RFSU Certificates using the Smart Completions platform.
During Commissioning / Start-Up Phase

Following up commissioning activities with Start-Up Leads to ensure full availability.

Supporting the Field Operations (FOPS) start-up team in the follow-up of site activities.

Acting as a back-up representative for the Pipeline Start-Up Lead when required at any location.

Serving as the focal point responsible for the follow-up of all RFSU documentation on behalf of the FOPS entity using the Smart Completions commissioning database.

Providing regular feedback and official reports to EACOP Field Operations regarding commissioning and start-up progress.

Supporting PR4 audit preparation.

Ensuring the punch list clearance action plan is issued and validated.

Preparing the formal hand-over of systems from the Project team to EACOP Field Operations.
Education and Qualifications
- Bachelor’s degree in engineering (chemical, petroleum, industrial, mechanical) with 15 years of experience in the oil and gas industry.
Requirements
- Main qualities required for the position: dynamism, autonomy, ability to communicate/convince, rigor, critical and analytical mind.
- Good level in English recommended.
- Coordination and communication skills.
- Knowledge of the equipment and processes used in the operation of petroleum facilities in Exploration and Production.
- Previous project, start-up, and site experience as a superintendent or senior operations supervisor
