Summary

The Gantry Supervisor is responsible for assisting the Depot Manager in the safe and effective truck loading of petroleum products while minimising product losses and adhering to set guidelines and Standard Operating Procedures (SOPs). This role ensures compliance with safety and quality standards while maintaining and optimising the use of company assets and resources. The Gantry Supervisor also oversees gantry operations and staff to ensure timely, accurate, and efficient product loading in alignment with operational excellence and customer service objectives.

Responsibilities

  • Responsible for the day to day supervision of all staff & operational activities during your shift ensuring maximum effective utilization of all resources & equipment within the Gantry.
  • To ensure inspection (daily) tank(s) and loading installations such as: various relevant valves, pumps, pipes, meters and all associated operations gantry equipment such as dipping tape, measuring tapes, and also to make sure we operating effectively at the lowest cost by protecting the consumable item’s such as water finding paste, products finding pastes, seals, and all stationaries, also assessing the integrity of the facilities and to verify any unsafe and/or un-secure situation.
  • Closely follow up on effective application of valves alignment checklist to ensure valve alignments towards gantry pump house and at gantry bays are correct and all the seals are in place and only seals of the approved operating circuits are broken for the operation, also to ensure all hummer blinds are normally closed sealed and to ensure all seal are recorded properly including the gantry during the opening and closing.
  • To study, understand and ensure implementation of all the necessary SOP’s pertaining to Gantry Loading Operations.
  • To study, understand and ensure implementation of the operation analysis in relation to loading gantry operations.
  • Ensure loading operations to tanker trucks is done as per the prevailing working instructions, SOP’s and safety procedures to ensure correct product grades and volumes are issued and loaded as per approved loading orders.
  • Provide and ensure effective customer service through effective product loading operation by ensuring the proper coordination between dispatch, security, and loading operators so as to avoid any unnecessary delay(s)
  • To ensure product quality and quantity are ascertained prior commencement of loading operations. And also to ensure the proper and accurate measurement taking by tank gauging, temperature measuring, density measuring, and recording the measurement into the dipping certificate before and after loading.
  • Responsible for supervising all petroleum product loading to road tankers, ensuring that loading is conducted according to laid down safe working procedures. 
  • Responsible for supervising the offloading of products at the Gantry recovery tanks and take account for the offloaded volumes.

Principal Activities:

  • Liaise closely with Operations staff (Stock Controllers, Terminal Shift Supervisors, Terminal Manager) to ensure that product delivered to the gantry tanks are within Tanzania Quality Specifications as per TBS. Quality to be ascertained throughout Tank-to-Tank Operations as well as loading operations.
  • Control the cleanness of the gantry related tanks, pumps, valves, manifolds, and pump station.
  • Report and abnormalities and non-compliance (NEAR MISS) as per the prevailing TIPER guidelines.
  • Ensure all staff, contractors and visitors adhere to all set HSSEQ procedures, instruction and other requirement(s) including proper use of PPE’s.
  • Ensure all measures to Prevent accidents and incidents in the gantry and associated equipment in the main terminal.
  • Initiate timely communication to inform higher management, relevant departments, and emergency response teams about the incident.
  • Ensure a safe and orderly evacuation of employees and visitors, directing them to designated assembly points.
  • Ensure the evacuation process, making sure everyone follows evacuation procedures.
  • Ensure that emergency equipment, such as fire extinguishers and first aid kits, are accessible, functional, and properly used if needed.
  • Take measures to contain the emergency and prevent its escalation, such as shutting down equipment, isolating affected areas, or initiating spill containment procedures.
  • Maintain accurate records of the incident, actions taken, and responses initiated during the emergency.
  • Provide support and guidance to employees during and after the emergency, addressing concerns and ensuring their well-being.
  • Lead the operation on the emergency equipment when responding to incidents, such as efficiently running of terminal firefighting equipment, using fire extinguishers to control small fires, activating emergency showers incase of chemical exposure, or providing first aid to injured individuals.
  • Coordinate the deployment of emergency equipment and personnel during incidents, ensuring that the right resources are allocated to address the situation effectively.
  • Review work permit applications submitted by employees, contractors, or teams to ensure that all necessary information’s are provided and that proposed safety measures are adequate.
  • Collaborate with team to assess potential risks associated with the proposed work.
  • Determine if additional precautions or safety measures are needed and provide guidance accordingly.
  • Approve work permits if and only if after conducting a thorough review and confirming that the proposed work can be conducted safely.
  • Ensure that work areas are properly prepared and set up according to the requirements outlined in the work permit.
  • Follow up on the work being conducted under the work permit to ensure that safety measures are followed, and potential hazards are managed effectively.
  • Ensure that work is completed as per the work permit and that equipment is returned to its normal state once the task is finished.
  • Maintain accurate records of issued work permits, including details of the tasks, safety measures, personnel involved, and completion status.
  • Ensure that work permits adhere to all relevant regulatory requirements and safety standards.

Additional Accountabilities:

  • Ensure that various basic preventive and corrective maintenance of Gantry facilities are implemented.
  • Ensure critical gantry operations equipment is identified, tagged, inspected and ensure that they undergo the necessary preventive and corrective maintenance in a timely manner in order to ensure maximum equipment availability and reliability
  • Maintain and analyse data acquired during routine inspections, preventive and corrective maintenance interventions.
  • Closely follow up maintenance activities on critical equipment to avoid regular breakdowns or catastrophic failures
  • Perform any other related duties as may be assigned by the Depot Manager and/or Operations Manager.

Education and Qualifications

Technical Diploma or BSc. in Mechanical, Electrical, Industrial, or Petroleum Engineering.

Requirements

  • A minimum of 3 years working experience in the petroleum industry.
  • Knowledge and understanding of current trends and developments in technology in downstream petroleum Depot installations
