Background:

The RE2CLID (Regional Responses to Climate Displacement) project is a regional initiative that aims to strengthen the resilience of communities affected by displacement (DACs) in areas vulnerable to natural disasters and the effects of climate change, particularly in the Lake Tanganyika region. In the face of increasing environmental pressures, the project supports an integrated approach that combines resilience, governance, and inclusion. It focuses on improving the sustainable management of natural resources for the benefit of displaced communities and those at increased risk of future displacement, by promoting more effective, participatory, and locally responsive governance mechanisms.

At the same time, the project develops specific activities to strengthen the empowerment of displaced populations in ecologically fragile areas by providing them with sustainable livelihoods and adaptation strategies.

The RE2CLID project thus contributes to a more coherent and proactive regional response (with activities in Burundi, Tanzania, and the Democratic Republic of Congo) to climate-related displacement, while placing affected communities at the heart of the solutions.

The Function:

Reporting to the Urban Planning Expert, The Natural Resources Management Officer will contribute to the results 2.1 and 2.2, with a focus on sustainable natural resource management, linked to climate and disaster risk management, especially in rural and peri-urban areas. The role is based in Kigoma, with potential travels to other regions within Tanzania and to Burundi.  

Responsibilities

1. As a contributor to the implementation of the activities of the programme/ intervention: 

  • Participate in the planning, implementation, and monitoring of activities related to inclusive natural resource management, land use & planning, sustainable water management, and sustainable fisheries management
  • Contribute to the evaluation and prioritization of relevant livelihood activities related to the use of land and forests resources in the intervention areas (e.g. beekeeping, mushrooms farming.) ensuring cooperation with existing agricultural value chains support as well as technical, vocational training, and entrepreneurship development, provided by interventions supported by Enabel and other partners, as beekeeping, piloting mushrooms farming,
  • Identify and partner with key stakeholders to support local actors in managing lake resources and reinforcing sustainable fishing practices, strengthening beach management units, supporting resettlement/rehabilitation of small, flooded fish processing infrastructure and the promotion of environmental & health friendly fish processing.

2. As technical Advisor

  • Contribute to supporting climate-smart agriculture, integrating climate-resilient farming techniques through advisory support by the technical services (of the LGA agriculture & natural resources departments), as well as through exposure to practice and exchanges within the region/country
  • Contribute to strengthening the technical, management, and human capacities at the level of regional and local administration and local councils to integrate disaster risk management and related displacements and sustainable natural resource governance into their physical and strategic planning processes.

3. As a Knowledge Officer 

  • Support action research and capitalization exercises and collective learning, particularly in the areas of inclusive sustainable resource management linked to climate disasters and related displacements.

Education and Qualifications

  • Tanzanian National
  • Master’s degree in environment, sustainable natural resources management, or any other field related to the function
  • Knowledge of French is an asset.

Requirements

  • Minimum 2 years of relevant experience in the area of sustainable resource management.
  • Good understanding of natural disasters, risk prevention, and management.
  • Proficiency in the use of approaches and tools related to gender inequalities diagnosis and transformative approaches.
  • Good understanding of Tanzanian institutions and stakeholders related to territorial administration and decentralized services.

Characteristics

  • Strong interpersonal skills (facilitation, coaching, negotiation, flexibility, empathetic attitude, and networking in a multicultural context).
  • Excellent communication (internal and external), including in writing.
  • Experience of human mobility issues linked to climate and environmental disasters and displacements in affected contexts is an asset.
  • Very good command of English (written and spoken).
