Technical Leader
Summary
The Technical Leader (Site Activities) will have overall technical responsibility for on-site electrical and telecommunications systems, ensuring that all systems are installed, commissioned, and tested. He /She prepares the full package for Installation & Commissioning Site Activities (Costing, Planning, set-up, method statement, risk assessment etc..). The role requires an experienced engineer with a strong background in electrical systems and telecommunications, who can manage complex technical operations in a challenging project environment.
Responsibilities
- Lead the technical oversight for all on-site electrical and telecommunications activities in the project, ensuring that installation and commissioning align with project specifications.
- Supervise a team of engineers and technicians, ensuring technical deliverables are met according to international and project-specific standards.
- Review and ensure the compliance of technical installations with both quality standards and local regulatory requirements.
- Provide technical leadership in solving complex problems related to system integration, operational functionality, and on-site implementation challenges.
- Develop and enforce procedures for testing, commissioning, and quality assurance of the installed systems, ensuring that technical standards are consistently maintained.
- Manage documentation and reporting for all technical activities on-site, including daily progress reports, issue tracking, and risk mitigation measures.
- Ensure effective communication and coordination between different technical disciplines, including electrical engineering, telecommunications, and instrumentation.
- Provide technical expertise and training to local teams to ensure that all operational systems are effectively handed over after commissioning.
- Ensure all technical operations comply with health, safety, and environmental (HSE) regulations.
- Analysis or preparation of method statement related to installation of internal & external supplies.
- Ensure remote technical assistance to our internal and external SR teams, before and during their mission on site, as well as to other members of the project team (TL, DL, PM) for matters related to installation and commissioning.
Education and Qualifications
- Bachelor’s or Master’s degree in Electrical Engineering, Telecommunications Engineering, or a related field.
- Additional certifications in project management (PMP, PRINCE2) are a plus.
Requirements
- A minimum of 10-15 years of experience in technical leadership roles, specifically overseeing electrical and telecommunications installations for large-scale infrastructure projects.
- Proven expertise in managing cross-functional technical teams in an international environment, with previous experience in managing expatriate teams being highly desirable.
- Demonstrated success in overseeing the installation, commissioning, and operationalization of large-scale electrical and telecommunications systems.

- Extensive experience in technical leadership, particularly in overseeing electrical and telecommunications installations for large-scale infrastructure projects.
- Expert-level knowledge of electrical systems, telecommunications infrastructure, and industrial control systems, with familiarity in international standards (IEC, IEEE) and telecommunications protocols.
- Proven ability to deliver complex projects under pressure, ensuring the installation, commissioning, and operationalization of technical systems meet both project specifications and timeline requirements.
- Strong analytical and problem-solving skills, with the ability to address and resolve technical challenges on-site related to system integration, functionality, and operational implementation.
- Experience managing cross-functional teams in an international setting, with a demonstrated ability to navigate cultural and technical complexities, and manage both local and expatriate teams.
- Ability to work in challenging, remote environments, demonstrating resilience and flexibility to meet project demands in diverse and dynamic conditions.
- Fluent in English, both written and spoken; proficiency in French or other languages is highly advantageous for communication with international teams and stakeholders.
- Proficiency in advanced project management and technical tools, with a focus on monitoring and controlling the execution of large-scale technical operations.
- Capacity for effective documentation and reporting, ensuring accurate and timely progress reports, issue tracking, and risk management throughout the project lifecycle.
