Summary

The Site Manager will hold overall responsibility for managing all on-site activities, ensuring that the project is completed on time, within budget, and to the highest quality standards. This role requires extensive experience in managing large-scale infrastructure projects, particularly in challenging environments, and will involve coordination with various stakeholders, including project teams, local authorities, and international partners. The Site Manager will be expected to work full-time at the project site in Tanzania.

Responsibilities

  • Oversee and manage all on-site activities for the construction project, ensuring smooth execution according to the project plan and timelines.
  • Lead and coordinate a multidisciplinary team, including engineers, technicians, and subcontractors, to ensure alignment with project goals.
  • Ensure compliance with safety regulations, quality standards, and all relevant environmental guidelines.
  • Maintain constant communication with local authorities and partners to manage any issues related to project delivery.
  • Monitor site progress, reporting regularly on performance metrics such as budget adherence, timelines, and safety.
  • Identify and mitigate potential risks to project execution and propose contingency plans.
  • Manage all logistical aspects of the site, including supply chain management, to ensure that necessary materials and equipment are available and used efficiently.
  • Lead regular on-site meetings with project stakeholders, including contractors and clients, to review progress and address any emerging challenges.
  • Budget management Validate, with the Project Manager, the objectives, costs, deadlines, resources established when the estimate was prepared and updated when the work begins in the form of an internal contract.
  • Keep the NCR monitoring and opportunity & claim folder up to date. Manage the risks inherent in the site (identify them and find all the solutions required to eradicate or avoid them).
  • Define the assembly methodologies with the site works coordinator and how they can be adapted to the contractual requirements of the project. Pass this work plan on to the project Site supervisors.
  • Set up the organizational structure and the offices on the site. Project / site management Comply with the site organizational requirements as defined with the Project Manager .
  • Manage the project in conjunction with the Site supervisor(s) (in accordance with the job specifications, the contractual terms, the Assignment order, the Quality plan, the HSE plan and the operating procedures).
  • Accept and store the equipment and devices on site. Ensure that the site organization and the work execution procedures, tests and commissioning and all the resources used on the site(s) (buildings, containers, machines, vehicles) comply with the current legislation and the local regulations.
  • Set up a site quality plan - Take all the measures required to control the products supplied by the customer and incorporated in the works and operate or ensure the operation and quality of the site(s) in accordance with the project operating procedures, folders and instructions received in order to comply with the Quality Management System. (NCR monitoring, etc.) - Understand and qualify the customer's facilities in order to propose improvement works or solution

Education and Qualifications

  • Bachelor’s or Master’s degree in Electrical, Mechanical, Civil Engineering, or a related field.
  • MBA or Project Management certification (PMP or equivalent) is preferred.

Requirements

  • Minimum of 12-15 years of experience managing large-scale infrastructure projects.
  • Extensive experience in managing multidisciplinary teams and international subcontractors.

  • Extensive experience in managing large-scale infrastructure projects, particularly in oil & gas or pipeline sectors.
  • Deep understanding of Electrical Instrumentation and Telecommunications Systems (EITS).
  • Strong organizational skills with the ability to manage multiple priorities and stakeholders.
  • Proven track record of delivering complex projects on time, within budget, and to high-quality standards.
  • Excellent problem-solving abilities and the capacity to make quick, effective decisions in challenging environments.
  • Ability to work under pressure, especially in remote or developing regions.
  • In-depth knowledge of international safety, environmental, and quality standards (ISO, OHSAS).
  • Strong communication skills, both written and spoken, with the ability to liaise effectively with local authorities, international partners, and project stakeholders.
  • High level of integrity, professionalism, and commitment to project success.
  • Proficiency in project management tools and software for tracking progress and performance.
  • Experience in navigating complex regulatory environments and working with government bodies.
  • Ability to identify and mitigate potential risks to project execution and propose effective solutions.
  • Fluency in English is essential, and knowledge of French is highly advantageous for communication with international teams and stakeholders.
