Summary

Our client is looking for a Commissioning Leader – Electrical for a large-scale infrastructure project  overseeing the commissioning of electrical systems for a large infrastructure construction. This key role involves leading the commissioning activities for high-voltage transformers, switchgear, power distribution networks, and electrical protection systems, ensuring compliance with  global standards and industry regulations. The Commissioning Leader will manage a team of engineers and technicians, coordinate the integration of electrical systems with other project systems like telecommunications and SCADA, troubleshoot technical issues, and prepare detailed commissioning plans, reports, and test procedures. 

Responsibilities

  • Lead the commissioning of electrical systems, including high-voltage transformers, switchgear, and power distribution networks.
  • Supervise a team of engineers and technicians during the commissioning phase, ensuring that all tests and procedures are completed to industry standards.
  • Conduct rigorous testing of protection systems, including differential relays, circuit breakers, and surge protection devices, to verify their operational readiness.
  • Coordinate with other teams to integrate electrical systems with telecommunications and SCADA systems, ensuring full functionality.
  • Troubleshoot and resolve technical issues during the commissioning phase, minimizing delays.
  • Ensure all electrical systems comply with safety, quality, and environmental standards.
  • Manage the creation and documentation of detailed commissioning plans, test procedures, and reports.
  • Liaise with project stakeholders to ensure that all client and project requirements are met during commissioning.
  • Reviews contractual documentation.
  • Reviews engineering documents to ensure that the commissioning & startup requirements are accounted for in the design.
  • Prepares and keeps up-to-date the pre-commissioning and commissioning execution plans (including the schedule and the mobilization of personnel and equipment).
  • Supervises the preparation of the pre-commissioning and commissioning procedures.
  • Supervises the preparation of the performance test procedures and of the operating manuals with the process team.
  • Manages the execution of pre-commissioning, commissioning, and start-up.
  • Prepares the commissioning progress reports to the project management and to the commissioning department.
  • Coordinates assistance of the Vendor representatives.
  • Supervises, if required, the performance tests.
  • Assists the Project Manager in contacts with Client representatives for the handover of the plant.
  • Ensures the preparation of final reports and certificates.

Education and Qualifications

  • Bachelor’s or Master’s degree in Electrical Engineering or a related field.
  • Certifications in Project management or commissioning are a plus.

Requirements

  • A minimum of 12-15 years of experience commissioning large-scale electrical systems.
  • Proven expertise in testing and commissioning high-voltage electrical equipment such as transformers, switchgear, and relay protection systems.
  • Experience managing commissioning teams in complex, multi-discipline projects.
